How To: Government Procurement of IT Training Subsidy via GSA

Government Procurement SubsidyThere are over 40 million government procurement options tied to over 17,000 schedule contracts through the Multiple Award Schedule (MAS) program. Eighty percent of these are dedicated to small businesses. While this may seem like a lot of work to uncover the right contractor, the MAS program is actually an easy and cost effective way to order services on the GSA eLibrary. Identify IT Training Scope

The GSA MAS program offers a wide-range of commercial services. Within each service GSA groups similar products, services, and solutions together to aid in the acquisition process using a Special Item Number (SIN). The first step to procurement of IT Training is to identify the Special Item Number (SIN) within the Information Technology Services (70) category. A SIN under schedule contracts is similar to a Contract Line Item Number (CLIN) under a standard contract. The SIN for Training Courses is 132 50. Your RFQ needs to indicate the correct SIN to be considered in scope.

Acquisition Process for Services

When using the MAS program to acquire services there are milestones for each acquisition cycle. For schedule orders, the goals for acquisition planning are to:

  1. Acquisition Planning as Required by FAR Part 7.105
  2. Market Research as Required by FAR Part 10.001
  3. Communicating the Need for Services (RFQ)
  4. Describe the Work

The Office of Management and Budget and the Office of Federal Procurement Policy have mandated that agencies use Performance Base Acquisitions (PBA).
